Seven ministries and commissions strongly support advanced equipment manufacturing

    The 'Industrial Transformation and Upgrading Plan (2011–2015)' (hereinafter referred to as the 'Plan') was officially released on the 18th. The plan clearly states that we have entered a new stage where transformation and upgrading must promote sound and rapid industrial development. In the future, we will vigorously develop key areas such as advanced equipment manufacturing, continuously enhancing China's core industrial competitiveness and sustainable development capabilities. This plan was jointly prepared by the Ministry of Industry and Information Technology in conjunction with the National Development and Reform Commission, Ministry of Science and Technology, Ministry of Finance, Ministry of Land and Resources, Ministry of Environmental Protection, Ministry of Commerce, and other departments and units.

The plan states that during the 12th Five-Year Plan period, China is still in a period of significant strategic opportunity for great achievements, but the internal and external environment for industrial development has undergone profound changes. There are profound impacts brought by the international financial crisis and urgent requirements from the transformation of the domestic economic development model. Only by accelerating transformation and upgrading can industrial development be achieved both well and rapidly.
Transformation, that is, by changing the mode of industrial development, accelerating the transition from traditional industrialization to new industrialization; Upgrading means promoting the overall optimization and upgrading of industrial structure by comprehensively optimizing technological, organizational, layout, and industry structures.
The plan states that if transformation and upgrading can be accelerated, it can propel China's economy and society onto a healthy development track; If action is slow, not only will resources and the environment be unable to support the load, but important strategic opportunities will also be missed. We must actively create favorable conditions and focus on resolving prominent contradictions and problems.
Therefore, The plan will serve as an action program guiding the transformation of China's industrial development model over the next five years, and is also an important basis for preparing other plans in the industrial sector.

The plan requires that industry maintain steady and rapid growth during the 12th Five-Year Plan period. The total industrial added value grew by 8% annually, with the industrial added value rate increasing by two percentage points compared to the end of the 11th Five-Year Plan, and the labor productivity of all employees increasing by 10% annually.
 
To achieve these goals, relevant departments will improve long-term mechanisms to promote industrial transformation and upgrading. These include: dynamically revising industrial policies for key industries, accelerating the formulation of industrial policies for emerging fields, and strengthening coordination between industrial policies and policies related to finance and taxation, finance, trade, government procurement, land, environmental protection, safety, intellectual property, quality supervision, standards, and other areas.
The plan also clearly proposes supporting eligible industrial enterprises to conduct initial public offerings and listings on the Main Board (including the SME Board) and ChiNext, encouraging eligible listed enterprises to grow bigger and stronger through refinancing and issuing corporate bonds. Support enterprises in using capital markets to carry out mergers and acquisitions, strengthen risk monitoring during mergers and acquisitions, and improve management of major mergers and restructuring transactions.

The plan also devoted a large amount of space to the "Twelfth Five-Year Plan" Six key focus areas during the period. Among these, the development of advanced equipment manufacturing has been designated as a "top priority."
The Plan points out that the scope of advanced manufacturing includes: key basic components and basic manufacturing equipment, major intelligent manufacturing equipment, energy-saving and new energy vehicles, shipbuilding and offshore engineering equipment, rail transit equipment, civil aircraft, civil aerospace, energy-saving and environmental protection and safety production equipment, energy equipment, and more.
     According to some securities firms, China First Heavy Industries, relying on strong R&D capabilities, has accumulated growth points in multiple fields such as seawater desalination equipment, large solid waste treatment equipment, horizontal roller mills, tunneling machines, marine engineering equipment, and new composite materials, and has been highly recommended. Some equipment manufacturers related to environmental protection may also benefit from this policy.
